In a significant gathering of distinguished ministers and representatives, the Commonwealth Ministerial Action Group (CMAG) convened its Seventieth meeting in New York City on Sunday, 21 September 2025. Chaired by Hon Dr Ian Borg of Malta, the meeting saw the attendance of notable figures from Antigua and Barbuda, Botswana, Canada, Grenada, Malaysia, Mauritius, Samoa, and Zambia.
Reaffirming its dedication to the core values and principles of the Commonwealth as outlined in the Commonwealth Charter, the Group welcomed the report from the Secretary-General on her Good Offices engagements with member states, aimed at safeguarding and promoting these fundamental values.
Among the key highlights of the meeting was the discussion regarding Gabon, following the partial suspension lift in July 2025. Ministers commended Gabon for its continued progress on the election timetable for upcoming legislative and local elections, urging the government to leverage Commonwealth technical support to strengthen the rule of law and advance democratic stability and good governance.
Moreover, the Group voiced unwavering support for Guyana, endorsing the outcomes of the recent meeting of the Commonwealth Ministerial Group on Guyana (CMGG). Reaffirming its commitment to Guyana’s sovereignty and territorial integrity, the Group encouraged engagement with the International Court of Justice as it proceeds with hearings in 2026 on the merits of the case.
Emphasizing the importance of upholding the territorial integrity and sovereignty of all member states, the Group lauded the Secretariat’s efforts in enhancing partnerships with regional and international organizations to foster sustainable development, democracy, good governance, stability, and peace.
Ministers also appreciated the Secretariat’s endeavors to bolster democratic institutions, human rights, and the rule of law across member states through a comprehensive electoral cycle approach. Reflecting on the increasing challenges to democracy, the rule of law, and human rights faced globally, including within the Commonwealth family, the Group underscored the importance of supporting the Secretary-General’s Good Offices and the Secretariat’s initiatives to reinforce Commonwealth values.
Looking ahead, it was announced that the next meeting of CMAG will be held in London in March 2026 during Commonwealth Week, underscoring the ongoing commitment to promoting unity, democracy, and peace within the Commonwealth.
