Speaking at the ongoing Digital Government Africa Conference 2025 during panel discussions in Zambia, the Deputy Minister for the Interior, Hon. Ebenezer Okletey Terlabi, shared Ghana’s remarkable progress in implementing a National Identification System.
The Deputy Minister underscored the significance of digital identity in shaping inclusive governance and resilient digital economies in Africa, stating that Ghana’s National Identification System, anchored by the Ghana Card, has been instrumental in improving access to essential services, financial inclusion and participation in the digital society.

He noted that Ghana has made significant strides in ensuring Ghanaians have a digital identity, with mobile registration teams deployed to hard-to-reach communities. He added that the government has integrated registration with school enrollments and health facilities, and linked birth registration with the Ghana Card system.
Hon. Terlabi explained that Ghana’s Data Protection Act and technical safeguards, such as encrypted databases and biometric authentication, ensure the security and privacy of citizens’ data. He emphasised that Ghana’s experience offers valuable lessons for other African nations, including the importance of accessibility, earning public trust and innovative solutions for sustainability.
The Deputy Minister stated that Ghana aims to inspire collaboration and knowledge-sharing with fellow nations, driving inclusive growth and development across Africa and that Ghana stands ready to collaborate, exchange experiences and learn from fellow nations, ensuring digital identity becomes a tool for empowerment, equity, and inclusive growth.
The Digital Government Africa Conference 2025, held in Zambia, brought together leaders and experts from across the continent to discuss the future of digital governance and economies in Africa.
The conference was opened by the President of Zambia, H.E. Hakainde Hichilema and featured panel sessions on various topics including digital identity.
