The Ghana Medical Trust Fund (GMTF) has transitioned from a legal framework into a fully operational, life-saving institution, its Administrator has told Parliament’s Majority Caucus.

Speaking at the caucus retreat in the Volta Region, the Administrator detailed how the fund has moved past its legislative origins to actively provide financial relief to patients with chronic non-communicable diseases (NCDs) while modernizing the country’s healthcare infrastructure.

Rather than rushing to deploy funds, the GMTF prioritized building a transparent foundation. This included recruiting technical experts, conducting a nationwide needs assessment across specialist and teaching hospitals, and running a successful pilot program that covered treatment costs for 50 NCD patients.

That pilot allowed the fund to stress-test its digital systems, patient enrollment, and claims processing ahead of a nationwide rollout.

A major highlight of the fund’s work is the revitalization of specialized cardiac care. The Administrator pointed to the recently commissioned and expanded Cardiac Catheterisation Laboratory at the Korle Bu Teaching Hospital’s National Cardiothoracic Centre, which facilitated complex procedures for 30 patients within its first week of operation.

Looking ahead, the GMTF plans to commission two additional cardiac labs at the Komfo Anokye and Tamale Teaching Hospitals before the end of the year. This aligns with the President’s decentralization agenda, which will eventually see similar facilities built at the Ho Teaching Hospital and Effia Nkwanta Regional Hospital.

To sustain these facilities, the fund is investing heavily in human capital. Partnering with the Ghana College of Physicians and Surgeons, the Ghana College of Nurses and Midwives, and the Ghana College of Pharmacists, the GMTF has kick-started training for 500 post-basic nurse specialists. T

he goal is to ensure every region eventually has at least ten specialists equipped to manage chronic diseases.

Additionally, the fund has partnered with corporate and development organizations to donate essential medical equipment to hospitals based strictly on assessed needs rather than political considerations.

A fourth pillar of the GMTF will focus on research to ensure future healthcare investments are evidence-based.

Commending Parliament for passing the GMTF Act, the Administrator stressed that the organization is no longer just a law on paper, but a “functioning institution already saving lives.”

The Administrator urged MPs to continue their support to guarantee that no Ghanaian is denied specialized care due to cost, geography, or circumstance.
