Finance Minister Dr. Cassiel Ato Forson has announced that the government has paid GH¢24.8 billion to statutory funds since January 2026 to support education, healthcare, road maintenance and local development.
In a post on X on Wednesday, October 21, Dr. Forson said the disbursements had been made on time and in full to ensure that institutions responsible for delivering essential public services had the resources required to carry out their mandates.
“We have paid GH¢24.8 billion to statutory funds since January 2026 to support schools, healthcare, roads and local development,” he stated.
The minister contrasted the current payment arrangements with previous practices, which he said were characterised by delays, capping and accumulated arrears.
“Unlike in the past, when payments were marked by delays, capping and arrears, we now release these funds on time and in full,” he added.
According to Dr. Forson, the timely release of the funds is intended to ensure that statutory institutions can fulfil their legally assigned responsibilities and provide essential services to the public.
Statutory funds are established by law to finance specific public purposes, including education, healthcare, road maintenance and local government development.
Among them is the Ghana Education Trust Fund (GETFund), which provides financial support for educational infrastructure, scholarships and other educational needs.
The District Assemblies Common Fund (DACF), established under Article 252 of the 1992 Constitution, provides financial resources to metropolitan, municipal and district assemblies to support local development.
The Road Fund, also, finances the maintenance, rehabilitation and improvement of public roads.
The transfers are intended to ensure that these institutions have access to funding for their designated programmes and development projects.
However, the minister’s announcement did not provide a breakdown of the GH¢24.8 billion disbursed among the various statutory funds.
